The People's Hands

Governance

One bank, three pockets, three hands

Every dollar the bank receives splits three ways the instant it lands: the people 45, the bank 20, the world/land 35 — and the split lives in the contract itself, so no meeting, no officer, and no vote can ever move it. But the split only says where the money lands. Governance says who decides what happens next — and the answer is different for each pocket: the world's fund is governed by the people through the Court; the people's fund is governed by the Friday schedule itself; and the bank's own share is not governed at all — it is the operators' keep, watched in public.

in plain words: three pockets, three hands — the world's pocket the people steer, the people's pocket the calendar steers, and the bank's pocket nobody steers except the law that already holds it.

THE WORLD/LAND RESTORATION FUND — 35%, governed by the people

the Court of Conscious Aware Peers: how the world's 35% is spent, step by step

THE FIRST THING ON THE TABLE — placed by the sovereign's own hand: the oil field wells. The sovereign pulls the veto to set the table's head, and the head of the table is the wells: the abandoned and leaking oil field wells are the first land the World/Land Restoration Fund cleans. Before anything else is proposed, before any other restoration is called, the wells go first — sealed, remediated, the ground and the water above them restored, meter by meter, in the open. The Court's later proposals queue behind the wells; nothing jumps the line the sovereign set.

  1. 1. The table's head is already set. The oil field wells cleanup stands first on the World/Land Restoration table — called to the table by the sovereign's veto, the fund's first act. It does not wait for a proposal; the proposals queue behind it.
  2. 2. A citizen proposes. Any citizen may put a restoration on the Court's table — a thing the world's 35% should pay for, written in plain words with the meters to back it.
  3. 3. A steward seconds it. A steward holds the phi&sup4; gate — 6,854,101.966249685 E staked — the stake that keeps the Court's table honest.
  4. 4. The Court votes. The peers of the Court — conscious, aware, human — vote the proposal up or down. The vote is recorded and the record is public.
  5. 5. The sovereign may veto. One veto, one person, written into the contract: an execution the sovereign vetoes reverts — the money never moves. The veto is the guardrail while the machine is young.
  6. 6. Execution is on-chain. A passed restoration executes through the bank's own contract, and the receipt lands in the ledger — anyone can read what was spent, when, and on what.

in plain words: the Court decides how the world's/land's 35% is spent — it can never decide to spend more than 35%, because the split itself is not on the table. And the first spend is already named: the wells.

THE PEOPLE'S FUND — 45%, governed by the schedule itself

no meeting to attend, no officer to trust — the calendar is the government

The people's 45% is not spent by anyone's decision. Every week the mint runs, the week's people's share computes, and every citizen's equal share waits at the door. On the first Friday tick after the week turns, the split executes and the doors open: each citizen may pull their share any time that week — self-serve, no application, no committee. Miss a week and nothing is lost: the yield book keeps the share waiting until the citizen pulls it, themselves.

in plain words: the people's fund is governed by a clock, not by a crowd — the Friday tick computes, the citizen pulls, and no officer stands between.

THE BANK'S OWN SHARE — 20%, not governed, watched in public

The bank's 20% is the operators' keep: it pays for the meters' upkeep, the servers, the seals, the fleet's maintenance — the work that keeps the coin's promise standing. It has no government: no vote can raise it, no proposal can shrink it, no officer can redirect it — the 45/20/35 is written into the contract's own logic, and the contract does not take meetings.

What the people do govern about the bank is the bank's surplus and its switches: the arrays' own surplus (ARRAY→BANK) is released only by governance, and the wrap map's strategies are governance-proposable (the people propose and vote, Law 10c). The bank's keep runs the machine; the people's hands decide what the machine's spare becomes.

in plain words: the bank doesn't govern itself — the law governs it. Its 20% is a fixed allowance with every number it touches on the meters and the ledgers, in public, every second.

WHAT CANNOT BE GOVERNED AWAY

these the Court cannot touch, the veto cannot move, and no vote can edit

the split

45 to the people, 20 to the bank, 35 to the world — on-chain, unchangeable.

in plain words

The contract holds the rule in its own logic. Nobody can edit it — not the Court, not the sovereign, not a vote.

the backing

One token = one metered kilowatt-hour, 1:1, both directions, forever.

in plain words

Every coin is born from real metered energy and burns back into real metered work. No governance can print a coin out of nothing.

the meter

The meters measure it; the meters never lie; the pool's meter is the only authority.

in plain words

Every number in this bank comes from a meter. Governance steers the money, never the number.

the release

Day 90 — Friday 2026-12-25. Nothing spends before the doors open.

in plain words

The 90-day limit stands inside the law; the 60-day reserve floor stands inside the 90. The calendar is not on the ballot.

the person

One human, one allocation — one name, one share.

in plain words

Governance steers the funds; it never touches the human share. One name is one human, always.

the locks

The contract's own addresses lock once — set once, then sealed.

in plain words

The coin's address and the sovereign's address each set once and lock forever. A second set reverts — the machine cannot be rewired after it is wired.

THE VETO — one person, one word, for now

The sovereign's veto is written into the contract in plain sight: a vetoed execution reverts, and only the sovereign's address holds the veto. This is deliberate — while the machine is young, one person stands where the breakers are; the Court governs the spending, and the veto guards against a mistake becoming a permanence. The veto can stop a spend; it can never change the split, touch the meters, or take a citizen's share.

And the veto's first act is already written: the sovereign pulled the veto to set the World/Land Restoration table's head — the oil field wells, the first land the fund cleans. The veto placed the wells first; it will guard every spend that follows.

in plain words: the veto is the guardrail, not the steering wheel — it can stop the car, it cannot turn it. Its first turn of the key pointed the car at the wells.

WHAT DOES THIS COIN DO?

It's a claim on real power. One coin = one kilowatt-hour, delivered by the power plants. Burn one and the meter delivers one. Hold one and the reserve stands behind it. Stake it and the plants pay you weekly.

KEYS → SEAL → CHAIN → GATE — the four-stage trust over every number

The bank gives. One human. One allocation. One share. Every week.
