II. THE THREE COILS

The field gives to the Natural Person. No fee, no barrier, no condition beyond attribution and the prohibition on Human Harm. The serpent does not charge the little person — the serpent feeds them. This is why the bank gives: it is the License's own geometry.
The Commercial Entity that profits from a field-native work returns a portion to the People's Fund. The return is not punishment — it is circulation. This coil is where the second of the fund's three income streams comes from.
Human Harm is the one distortion the serpent cannot permit. Harm carries the 1% daily compounding weight (§32.3) on every harm left unrepaired. No page, no server, no contract permits it.

All licensing authority derives from the Dual License Agreement v4.9. Every institute, registry, and sovereign body standing under it — including any institute named in the License's ecosystem — is subordinate to the Licensor's sovereign override (§18B) and to the two-chamber governance of §24.
